On November 22, 2024, the Honorable S. James Sarbanes, Administrative Judge of the Circuit Court for
Wicomico County, sentenced Steven Behr, Jr., age 36, of Salisbury, MD, to Thirty (30) years of incarceration
in the Division of Corrections. Behr, Jr., previously pleaded guilty on September 25, 2024, to Sexual Abuse
of a Minor and Prohibited Entry onto Property by a Sexual Offender Registrant, and sentencing had been
deferred pending completion of a mandatory pre-sentence investigation and mental health assessment.
Following his sentence, Behr, Jr., will be subject to Lifetime Sexual Offender Supervision and will be
required to register as a Tier III Sexual Offender for life.
Between 2022 and 2024, Behr, Jr., sexually abused a minor child within a household he frequented. This
home was also the site where informal daycare services were provided by the homeowner. At the time of
these offenses, Behr, Jr., was a Tier II registered sex offender based upon two prior cases in which he was
convicted of multiple counts of Sexual Offense in the Fourth Degree. As a result of being a registered sex
offender, Behr, Jr., was prohibited from entering onto property where daycare services were provided. The
victim was under the age of 17.
Wicomico County State’s Attorney (SA) Jamie L. Dykes said, “Sexual predators will always pose a threat to
society. However, those who seek to do our children harm will find no safe haven within Wicomico County.
The diligent investigative efforts of the Wicomico County Child Advocacy Center and the strong sentence
handed down by the Court together ensured that justice was served in this case.”
SA Jamie L. Dykes commended Detective D. Schultz of the Wicomico County Sheriff’s Office, who was the
lead investigator, Child Protective Services, and other members of the Wicomico County Child Advocacy
Center for their work in the investigation. SA Dykes also commended Senior Assistant State’s Attorney
Michael Calabrese, who prosecuted the case and advocated for justice.
