Pressure Mounts For Harford County Superintendent of Schools Bulson To Be Fired

Recent reports of alleged wrongdoing while Harford County School Superintendent Sean Bulson attended an Education Conference April 6, 2024 in New Orleans have reached the point where many are calling for him to resign or be fired. The calls come from several Maryland legislators, Harford County Executive Bob Cassilly, and others in the Harford County community.

The incident, which was first reported in December by the Turnbull Brockmeyer Law Group page on Facebook, (2) Facebook allegedly involves Superintendent Sean Bulson who was on a trip with Assistant Superintendent Eric Davis to New Orleans representing Harford County Public Schools. Bulson and Davis were speakers at the event, the National School Boards Association Conference for Public Education Leaders. They spoke on the topic of “Advancing a Culture of Gratitude.”

On April 6, a phone call was made to police from Mr. Davis’s cell phone and Bulson’s hotel to report a theft. The caller was allegedly Sean Bulson, the Harford County Superintendent. Here is the transcript from that call from FOX 45 Baltimore:

“New Orleans non-emergency line. How can I help you?”

The caller responds, “Hi. I need to report a theft.”

Dispatch replies, “What’s your name?”

The caller answers, “Sean. S. E. A. N. B.U.L.S.O.N.”

Dispatch: “What happened?”

Caller: “I let someone in my room who basically just took everything in my room (laugh).”

Dispatch: When did this happen?”

Caller: “It was probably about 2:00 in the morning. The suspect is long gone. I think what happened is I fell asleep, and they just left.”

The suspect, according to the police audio, was a black woman in a green dress. The caller did not know the woman’s name. “At least not an actu. No. I don’t have a name,” the caller said.

The caller goes on to describe the items that were stolen, a cell phone, a laptop computer, and other items that were reported as being worth about $8000. Some of these items could have been given to Bulson as part of his job with Harford County Public Schools. This is concerning to community members in Harford County, since it is not clear whether any student/family information could be on that laptop.

The caller never followed up with police on the theft the following day and the New Orleans Police Department did not have a police report on the incident.

However, FOX 45 obtained a recording of the call from Bulson to the dispatcher. A link is included below.

Bulson’s contract as Superintendent does include a “morality clause” which means he could be fired “for immorality; misconduct in office, including violation of the Board’s ethics policy.” Bulson’s salary is $293,220 per year. The school system has 38,000 students.

As of now, the Harford County Public Schools are not commenting on the allegations which come in a year where concerns about school hiring policies have been in the news. The system has hired staff in ankle monitors and with criminal charges teaching in schools. When Bulson was asked about these hirings, he commented that he stood behind the decisions of the systems H.R. Department. Here are reports from FOX 45 earlier this month:

Now, because of the New Orleans report, State Delegate Lauren Arakan and County Executive Bob Cassilly have called for Bulson to be fired. Bob Cassilly said in a press release, “Schools Superintendent Bulson has violated the public trust. He must resign or be terminated by the School Board. Harford County and our students deserve better.”

State Delegate Mike Griffith and School Board Vice President Lauren Paige have called for an investigation.

Bulson was named Maryland Superintendent of the Year in 2023.
